Video card is most important, i recommend the Mobo in my sig (GA-P35-DS3L), its cheap, and overclocks well, that way you have more $ for other things.
As for video card, 8800 GT or GTS 512 will do nicely.

Edit: As for other things, im not so good at recommendations for those.

Wanting a 600$ gaming box is like wanting a 10K$ Ferrari, it isn't gonna happen, specially not if you buy your stuff new, and specially for us Canucks. I'd look for used stuff off the for sale section here if I were you.

ImmortalKenny has it about right, but you still need to shop for an OS too... Then case accessories, fans, a cooler other than stock... either way you'll end up putting over 800$ on it for sure.
