not necessarily, you can take off the heatsinks on both CPU/GPU. then take some alcohol and remove all of the excess thermal paste, and put on AS5 or whatever you prefer , then put it all back together and voila! a 360 that will be much cooler, also if you're up to the task you can lap the base of the heatsinks, and put in some quiet fans, if you don't like the noise......
