If it don't turn off, then maybe your panel cables are connected wrong ?

Right, but here's the dealbreaker: The DFI motherboards have their own integrated power on/reset buttons. After playing around for a while, the motherboard ceased to power down even after I held its own power button down.

That's what finally led me to RMA.
