First of all, save 7k to do something else. Doesn't matter how much money you have, spending 10k on a PC is just ridiculous...especially just to play games.

Now I got that out of the way, here my are suggestions.

If gaming is what you had in mind, go with at least a 24inch monitor. 1900x1280res. This is only time I will recommend a Dell...ultra sharp 24inch with S-IPS panel will do you good.

1. CPU: If you really need the latest and the greatest..go with QX9650, or Q6700 if you just want a quad.
2. 780i, for tri-sli.
3. 3 8800gtx or 2 8800gts
4. At least 4gb of ram (G.SKill have some for 85 shipped at Newegg)
5. Personal choice, I would go with Raid Raptors (2x150) for OS. This will help the game flow along as it will load quicker.
6. Asus Xonar D2 for sound card, or Prelude
7. Corsair 1000 watt PSU
8. 500gb or higher HD for storage. WD640 is a great drive.
9. Thermalright Ultra Extreme 120 Cpu Cooler
10. Cosmo 1000 or stacker case
11. vista 64bit
12. Logitech G15 keyboard, G5 or G9 mouse.
13. z5500 5.1 speaker system

That whole step will run you around 3k or so..more or less.

i would reccomend sticking with 9800gx2 over getting 3 8800's .... or get 3 9800gtx as they are

case is also personal pref and i wouldnt go for raid

better performance e.g. in custom pc magazine (uk pc mag) they recently tested out sli and crossfire with many many different cards and games and on most games 2 8800gts' beat 2 3870x2's and 39800gtx single 9800gx2 and dual 9800gx2 were way above the performance of any ati card. but ati do provide good bang for buck but they just cant perform to the standards of nvidia
