seems a bit high to me, for 3.15ghz anyway. i have mine at 3.2ghz at 1.31v. and yes i do believe that having a high cpu voltage for an extended amount of time will shorten the cpu's lifespan.

Keep it cool enough and you are good to go. More than likely You will upgrade before the chip ever burns out.

I think you voltage is high for that overclock. mine is 1.28v the temps seem ok but they will drop if you lower voltage.
