User lack of knowledge or bad chip?

Sig rig there...got it running today and can't get this thing to overclock for anything. Mind you that I am not very familiar with the board so that could be it. Now its not the standard P35 is the GIGABYTE GA-EP35-DS3L the energy saver. I gave the chip 1.3625v and raised the voltage to the FSB and (G)MCP(I think thats what it said, its not in front of me) I raised them both by 0.3v(max) and basically I can get a boot at 3.6ghz but can't find stability until I get down to 3.49ghz...which is completely unacceptable.

I hope I am missing something here as this is a new board and all...helpful hints to get me back in the game with this cpu/board?

Well I have learned a ton since the posting of this thread but still can't get where I want to be. I have tried up to 2.2v on the ram(5-5-5-15), The cpu multiplier is at 9x, the vcore was at 1.368v...I learned this board has a severe vdroop which is something I have never run into, so I raised it slowly to see what I could get but I cannot get this board to boot over 3.5ghz no matter what I do, I have pushed the voltage to 1.42v and still no go over 3.5ghz.
