With other options not exluded I would go for Lian Li PC-A70
(or A71 for door) in that price range.
For Stacker style full 5.25" configurability A77
would be close (best case of that style now that Stacker 810 is discontinued) and for dual chamber design V1010
/1110 would be closest in price. (I myself would prefer bigger V2010)

Not really, quality PSUs can operate at ambient temperature which would cause CPU and graphic card cooling fail... and without change in anything except intake/exhaust temperatures.
But top is the worst possible place for PSU because higher ambient temperature means fan speed of PSU starts to ramp up fast rising noise and even then PSU is exposed to higher temperature meaning some decrease in operating life so there aren't any sensible reasons for putting PSU there, plain fan can exhaust that heat much more efficiently...
Putting PSU on top as exhaust was designed in time when CPUs had tiny heatsinks with maybe even ~50mm fan and graphic cards hadn't even heard about active cooling. (and had even heatsink rarely)

Did you check what brands had biggest ads in magazine? Not "finding" negatives can be problem with commercial review sources. (monetary aspect brings built in bias/corruption)
And simply not testing some area/different emphasis can change conclusions lot: So read text for description of features and use pics for thinking yourselves and keep "readily chewed up" conclusions as secondary unless you known tested areas and emphasis are same as yours.
