Yep, that would cause some high temps..
And it's really weird that your temps were lower when you turned it back on...
At this point, I'd be getting on the horn with whoever you got the chip from, or Intel, and trying to get a different one.
Or, you could lap it. But again, that voids your warranty.
(In my opinion, you shouldn't have to lap a CPU just to get decent temps. I myself would RMA the chip)

haha the lower temps could be from me just turning it on and maybe the heatsink reseat and paste i did yesterday turned out good ill RMA it monday and see if i get a better one thanks for the help

You do have quite a dip on that chip from the looks of it. I cant see anything CLOSE to that on mine. Like karmakiller said, i would return it. With a dip like that i wonder if the center of the core is even getting contact with the heatsink. It could just be the lighting though, idk.

got the RMA'd chip and it looks and performs EXACTLY the same... its brand new not my old one either...

so like are q6600s suppose to be dipped on the side like that and hit 60C 93% load at 2.4GHz? >_>

I just got a tuniq today... I was running 38C at idle and 65+C at load....

I had to rebuild my case to make the tuniq fit..., I had to remove 2 80mm fans..
I made sure that i had a 120mm fan blowing outward, and i made sure that the tuniq fan pointed towards the 120mm..

I used a very thin line of AS5(followed the directions on the site for intel quad), and gave it a 10 degree twist each way, and double checked that the AS5 coated the center of the chip.. Then i tightened the screws 3 twists at a time in a caddy corner fashion....

AND YES THE EDGES OF MY Q6600 ARE BEVELED ALSO!!!!!

but, upon making sure that my airflow, voltages, and HSF were proper, it is running much better 33C at idle and 55C at load....

I am running 3037 mhz(3.03 ghz) with 9x337..

BTW my voltages(on a evga 750i) which you don't want to copy..
are vcore: 1.325v
fsb 1.25v
mem 2.1v

These can be important, as if you are running your vcore at 1.5v, when it is not necessary, it will make much more heat...

I also found, that with my system, my vcore was set high... when i OC'ed for the first time, it cooled down 7C because I was running way too much vcore, and not using it..

also, maybe your CPU (or tuniq) is bowed in the center....

dude, try out your stock cooler and check temps. if they are similar or better, i think the tuniq needs to be rma'd or lapped.

One thing I didn't see mentioned. Are you sure you screwed the tuniq down all the way? There should be no threads showing.
Edit: Also did you check to see if the tuniq is flat? ie razor blade from corner to corner.
