You might not have plugged in everything.
You may also have a sticky button for your power (in which it turns on your computer).
You said it is outside the case, so how are you turning it on? Are you turning it on with a spare button that connects to the power pins on the motherboard or are you using the screw driver trick?
This seems more of a motherboard issue than a cpu issue to me.
It depends on mobo. Like my DFI mobo has power and reset buttons also on its surface.

I agree with Ninja, I've had several mobos that were simply DOA (all Asus, one reason i'm probably switching to DFI). If you want to go to extensive lengths, borrow another mobo and try out the CPU. Also, did you try different RAM?

Ok but I only am trying my MB/PSU that Is all

So you haven't tried to boot with ram at all? If so, try booting with ram. That might be why you aren't posting/ have no video.

There are a few ways to fix it. You can test if it really is a sticky button first. Use the screw driver to turn on the motherboard (computer), if it turns on fine without any sudden turn off like in a few seconds, it proves that you have a sticky button. For sticky buttons, it usually could be the little black thing, not sure what they are called, or is because of the actually button. You can either try another set of power sw cables with the switch on it (use another cases), or you can by those little black things, and just re-wire it. The manufacturers usually will be nice enough to send you a new wire with the switch.

ASUS does make good boards, but some of their models suck like the one I have. Usually their intel chipset boards have no problems. I would avoid blaming the motherboard, until everything else has been tested. The cpu is actually one of the hardest components to fry or mess up with. I would believe that the motherboard would be a problem before the memory or cpu. From experience wise.
