At my wits end X1900GT Overheating

I've tried everything, from downclocking the card, to using an external fan to blow on the damn thing, it keeps running really hot and overheating at times. I saw something on the boards about having the wrong PSU can make an ATI card run hot. Could someone take a look at my specs and see why the hell my system keeps running in a very unstable way?

Edit: Tested for artifacts again, my card won't stop going up in temp, but it had no artifacts from 50 to 70 degrees running for 3 minutes, I can't run it longer or the card will overheat. Also, the system is downclocked from default 513 core MHz and 657 Mem to 378 and 549!!! And its still overheating!

Is it the reference cooler? Take it off and clean everything and reapply with good thermal paste aside from that you may have a bad card
