What version of ATI Catalyst are you running? Do you have Crossfire enabled? What resolution are you playing at?

You have driver issues. Uninstall both cards (from Device Manager, right click->Uninstall) and reinstall drivers cleanly, use Driver Cleaner Pro:

Uninstall both cards from Device Manager.
Reboot
Run Driver Cleaner Pro
Reboot
Install drivers again.

Also, I would use both Crossfire bridges to make sure.

I haven't measured but on VERY HIGH its kinda slow to my tastes, I play 1650x1050. I play it in HIGH on everything, and get "decent" performance ... my estimate is between 25 to 30 fps.
