Does ATI (visiontek) offer step ups like Nvidia? If so, for how many days?

No... Only EVGA and BFG offer Step Up.

ATI DOES offer buy back... but it so not worth it.

You're better off buying the cheapest price you can find for the model you're wanting. If you ever want to "step up", simply sell your card on here or Ebay and purchase the new model on sale. Limiting yourself to paying EVGA's retail price on the new model, paying for shipping, and no cross shipping being offered really makes the whole scenario lose its appeal.

ah well, I need to buy a mobo so gpu depends on that. Uhmm.. the GTX 280 turned out to be junk so I was hoping the ATI one in August would be good but I can't wait wait 2.5 months.
