I'm interested in pushing my (old) AMD 4000+ stock cooler to the max.

I'd just like to know:
What frequencies u recommend?
What voltage?
How do I change voltage/frequencies?

If you have a stock cooler it's unlikely you will be (safely) increasing voltage.
Nontheless, all the settings required to oc your cpu are found in the bios, which could or could not allow a certain degree of overclocking (depending on the mainboard, which we don't know anything about, since you didn't tell us)
