How much voltage are you supplying the RAM? If it's less than 1.8v, that is what is causing the problems. You may also have what's called an "FSB Hole" it's basically a portion of your FSB that just won't run no matter how much voltage you give it, trying jumping it by going straight to 280 FSB.

i tried 280 and nothing
tried 280 w/ extra vcore and nb voltage nothing
aslo tried it with a 1gb stick of 667 ram nothing

Your PSU shouldn't be a problem. Maybe you've reached the max for that specific chip.

thats weird I have a D805 @ 3.7+ 24/7 on a V core of 1.5 but this was ages ago. I love my old D805 they are overclocking monster they reckon they are the best oc'ers in the D8 series. I don't know how much the D820 will oc to but i think the highest Pentium D stock clock is 3.6

Stock QDR = 800
Try Ocing to 1140 QDR this should give you 4 GHZ that will be a great overclock but you might find it hard to post so if you can enable or disable cores if so try booting on one core and find your highest oc on one core then divde it by 20% that should be your highest overclock on duel core.

This what i done on my P4 661 i got it to 4.8 with hyperthreading disabled but i got it to 4.4 with hyperthreading enabled

I dont think its the chip. Its stable at 252fsb with stock voltage but nothing will get it any higher.

I think it may be an issue with the mb. This user has a somewhat simular problem with the same mb, but his chip is 1066fsb stock and only gets to 1198fsb

whats the multiplier on the 820?

plus i think you should just get a cheap e2180 for like 70 bucks and overclock the hell out of it
