You have to re-install Windows, esp. when this new mobo has a different chipset. Windows doesn't recognize the chipset and fails to boot as a result.

Whenever you get a new mobo, it's always a good idea to do a clean re-install (and in many cases, there is simply no way around it).

Definately have to reinstall everything, you could try just uninstalling all of the chipset/audio/video drivers as well as the drivers of any hardware you had from your old comp, and then reinstall everything for the new mobo, but its a mixed bag.
