Get a TRUE and an Ultra Kaze 3000 in that case.

Thats option 1, TEC W/C Kit. I simply cannot be bothered to just reinstall another heatsink and the TEC W/C Kit cools alot better.

TEC w/cing doesn't perform well for the price, it's only a little bit better than regular w/cing. If you want it to be quite, buy a PA120.3 and three Sythe S-Flex fans. Use a D-Tek Fusion for the CPU. It'll be more than enough to cool it, and it will be very very quiet.

Interesting... I have read reviews that the CoolIt Freezone Elite being quieter than a noctua @ 40% and able to get easily below ambient @ 100% (OCed speeds). And now I have come to the conclusion that I won't be able to get a lot more performance by improving the cpu...

TECs are good, don't get me wrong, but when it comes to 65nm quads like your Q66, they don't perform as well. They just can't take off all of that heat. I think Anandtech had a review of the TRUE where they compared it to the Monsoon II Lite(TEC) While the TEC maintained a 5-10C lead on the TRUE(using an X6800!!!) it didn't overclock any farther.

I have read quite a few reviews about the specific TEC I think is best for my needs (CoolIt Freezone Elite) and even at 40% power which they claim is quieter than a Noctua NF-P12 It can still cool better than all the heatsinks they tried.

Although from what people here are telling me, getting a GPU upgrade would seriously improve my game fps scores more than improving CPU clockspeeds would

You're at 1440x900 right? A GPU upgrade won't do anything for you. If you were at 1680x1050 for higher, then I would recommend it.
