Well compared to all the other card, it is the best buy and you do not know how much I spend on noise reduction

I dont think its hyped up. Seeing that the 4850 competes well with the 9800GTX, it should be exciting to see what higher cards will do.

I think it's talking about video signal noise, not the actual audible fan noise. I don't see what it could actually be doing, but hey, if you're getting it to free you may as well test it out.

Perhaps I'm wrong and although I don't agree with you, I don't see why this has anything to do with buying a video card. As for the temperature, I don't think it's something to be concerned about really. When the card was tested, they didn't have the drivers out yet for the HD4k series that supported changing the fan speed, so the stock cooler was probably capped (like almost every other card) to reduce noise. The temps aren't any higher than what I get on my HD3850 with stock fan settings. Upping the fan to 50-60% lowers the temperatures 20-30C while gaming. Yes it's going to throw heat into your case, but anyone that concerned with temperatures is going to have an aftermarket cooler on it anyway.

if you get that, tell me if you think you can cut out the PCB that doesn't have anything on it . It looks like it wastes a lot of space to make itself look the size of a standard PCI card, even though all the components are in one area. Cutting it would increase airflow to expansion cards, importantly the graphics card(s)

Like it was mentioned by the poster above, it's for cleaning up TV signals, not for reducing noise.
