VTT vs. VCore

So I've read a few different arguments. Some say they should be about the same, some say the VTT should be as high as possible since it doesn't affect temps, and then I've read some really confusing explanations of how the VTT affects signal processing and bla bla bla.

Who has the right answer? How should these two be related?
