umm.... is the pci brackets screwed in? is the card power cord plugged in? maybe check to make sure the card is pushed ALL THE WAY IN? (believe it or not, i've had that type of problem before)

just a few suggestions.

the two lights mean "T_FAULT" and "EXT_PWR" i assume you have the pci-e power connector in so that leaves fault.

looks like you have fried the little bugger, or it is overheating at boot causing the light to come on. Pull the card apart again and apply some AS5 to the chip like you do on your processor and try again .... although get a antistatic strap thing and connect to a earth before doing so


EDIT: try the above first from stumped you might not have it on right nearly forgot that

try supporting the card a littel, that exact thing happened to me, it turned out to be that the card had been warped a little bit

you can alos try loosening the screws on the hs a weee bit

try to change Power cable (if there is PCI power cable requirement)

that was my first thought, to be honest i pushed pretty hard to make sure, im about to give it another go, i will try to apply some as5 again, i had also thought about the screws being to tight, it didnt do anything for me though sadly, :| im off to try again, thank you everyone for your input... also yes i tried bolth of the pci-e power connectors and even tried a 4 pin to pci-e to make sure
