first on ur sig update ur ram, like brand? specs? and also, a64 cooler its a good cooler for mild OC'ing. i'd recommend getting something else because 40c+ idling in my taste is very high... tuniq tower, nirvana 120 by zerotherm or the TRUE and lastly the xigmatek HDTs123 and just simply posting ur ram from cpuz doesn't help much. and also on it really depends on ur chips stepping, thus your oc' mileages will vary and from what i've seen MOST 3800+ toledos will do anywhere from 2.6-2.8 on the average and if u happen to own one of the magical steppings you could possibly even hit the magical 3ghz on air.

yes the am2's will always be cooler than the 939's because am2's are 65wats and toledos are 89wats. i helped a friend built a am2 rig and clocked his stuff to 3.2ghz and it idles/loads at pretty low temps.
also i'm still not understanding which manfactured rams you are using. pc3200's doesn't help me other than tellin me that you and i are still in a ddr rig ;P and u can get ur chips steppin info ONLY on the chips IHS. to get that youd need to take off ur AC64cooler and wipe the residues off the IHS and you'll see 3 lines of data, the letters numbers we'll need here is the 2nd line.

well cpuz tells me that my ram manufacture is micron technology whatever that company is lol

about the stepping's hmm i might and try look for em, but do i have to wipe off the thermal paste or just a little bit? cus i would have to buy more thermal paste as i dont have at hand right now

once you've removed the paste on the chip, youre gonna have to clean the entire paste off the chip..then reapply pastes...again..its always recommended..

micro tech. so maybe its by micron....

That is rather warm considering your processor and cooler. How is the case's airflow? Further, how much thermal compound did you use when you seated the cooler? You should use no more than about 1 grain of uncooked minute rice.

If you are lucky and have a good stepping (such as mine) you can hit high-clocks with low voltages. (I 24x7 at 2750 on stock voltage, can likely swing 2800. I hit 3007 with less than 1.5. I have known some Toledos that can get 3000 or better on stock voltage.) If you are less lucky and have a good stepping that needs higher voltages, that is not a huge problem. Just turn the VCore up slightly and try again. I recommend ensuring that your RAM is not giving you problems. If the RAM is value-stuff, as I assume it is, make sure you keep the timings loose. Leaving that setting on "Auto" should be sufficient. I would not touch your VCore though until you fix that temperature issue.

If you are unlucky, you may just have a chip that does not like to clock well.

The 200:133 ratio should be fine for now, you are sub-200 on the RAM speed. As has been said, it would be good if we could get a little more about your system.
