Have you made sure that Cool N' Quiet is disabled? What about your HT Link speed? Limit that to 3x

. In my experience, LCBxE ("x" being variable) are USUALLY pretty good overclockers. There are quite a few "golden" chips, and there are a FEW that are only sub-par. Mine and thlnk3r's chips just happen to be golden LCBxE steppings, hitting 3.0GHz+ on stock voltage. But your mileage will vary
You're on the right track though. And Ceramique is DECENT thermal grease...typically used on naked chips and GPU's. But it is decent enough to use on a non-naked chip as well...I've used it before and its within 1 degree or so of Arctic Silver 5.
