Maybe if the transition happened overnight and not over the period of 40 years, but it's going to take a lot of time to replace the 100 million cars on the road with electric ones. Energy consumption during the PM hours are naturally lower anyway.

The reason I think people not being able to afford college is not much of a problem is that there are literally thousands of Scholarships that people do not pick up. The Guidance consolers at my school always stress that fact. One-day two friends and I were riding the metro and this woman walked right up to us. Apparently, she worked at some government bureau. Anyway she gave us a whole explanation of exactly (what time, come alone, bring X, Do not apply over the Internet, etc) how and where to apply to get scholarships. She repeatedly stressed the fact that there are tons of scholarships you can apply for. You can get a scholarship for being left-handed lol. There are literally people waiting to give away cash.
