A good 650W PSU should be fine. Buy.com has a good deal on 750TX. It is a good PSU.

Here is a build I suggest for your budget.

Corsair 750TX $99
4x WD6400AAKS $400
GIGABYTE 3D AURORA $130
TRUE $60
q6700 or q9300 $270 (They are both great CPU's either one is fine)
DFI LANPARTY UT X48-T3R $270
G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) $120
LG 22X LightScribe burner $30
HIS ATI 4870 $310
ZALMAN MFC1 Plus-B Black 6 Channel Multi Fan Controller $40
2x Scythe S-FLEX SFF21E 120mm Case Fan $30

Total: $1449 + Shipping

Possible Add Ins To Fill Budget

If I were trying to fill your budget, here is what I would put in.

Option 1: Upgrade to q9450 and GTX 280 or 4870X2
Option 2: Water Cooling System
Option 3: Nice Second Monitor

So do you want to fill your budget, and what else do you need? Monitor, keyboard mouse?

You can get that G.Skill 1066 stuff at Newegg for $85 at the time of this post. I would probably get the Corsair 620W PSU, it costs more but for the extra 2 rails it can't be beat. Also, I wouldn't go the X48 route, there's hardly any real performance gain over the X38 chipset, especially with DFI. Save yourself some money and get the DK X38 instead.

Forget about the Intel motherboard, get yourself a DFI and be happy.
