EDIT3: Seems stable enough, ran ORTHOS for about 15 minutes. I'll do a more in-depth test when I have time, then I'll try messing with the RAM, thank you for all of your help.
It's normal that CPUz tells you it's at 1.280 - 1.260 idle and it drops to 1,248 under load. It's because of the so-called "vdroop".
(You should google that if you want more information. You can also voltmod your motherboard. This will make the vdroop almost disappear, but doing so will void warranty.. so I wouldn't recommend it anyway )

Also, as you might now, you need to run Orthos for a few hours and not just 15 minutes to be sure it's fully stable. Just mentioning

That's true
All of my "other" overclocked only lasted like 5 seconds, so I have a good feeling about this one.

I just kind of wish I was able to get my CPU voltage control below 3.1V, it kind of hinders the possibility of a 4Ghz overclock in the future.

Would you say something is wrong with my motherboard, BIOS, or Chip to require this kind of CPU Voltage control?

I'll run another ORTHOS test when I have the chance.

Not really could just be a voltage hungry chip

Just found the box for my CPU cooler, would I get drastic temp drops from this to a XIGMATEK HDT-S1283 120mm Rifle CPU Cooler?

If your currently running stock you will most likely see a pretty big drop. I'd say around a 5-10c drop in load temps and 1-3c idle temps.
