Would that even be enough to make it lag/stall?
Also, if it could handle something like that, how would you manage that? Can you assign certain cores to certain applications/games?

yes you can, I am 100% sure on that.
I was running a Q6600 with stock clock and a 8800gts 512mb, I did pretty much all you listed except for I opened two WoW clients coz i have two accounts to play at the same time, I also opened Skype, Ventrilo and tell you what, my norton was scaning in the background (scheduled scanning) and I didnt even notice it.
