If for some reason I install the OEM version of vista on my new computer then I have to reformat my computer and reinstall it, will it let me? since its a OEM version

Yes , but if you replace a mobo with a different version you WILL have to buy a new copy of windows

Alright, let's get something clear, OEM is indeed made for one computer, one motherboard. What Microsoft cares about is that your OEM license is activated on only 1 PC, that's why they ask you on how many PCs is Windows installed when calling their tech support. Basically, they say that so that the noob who buys his new Dell PC knows that he can't use the recovery/OS CD on another computer. Retail lets you install it on 1 or multiple PCs. As far as I know, when you buy something, you have the right to use it and it shouldn't be considered illegal to reinstall Windows on only one PC, just eventually against Microsoft official TOS that in this case they don't respect themselves otherwise they would refuse to activate Windows over the phone because anyone can make up any excuse.

MS' EULA is clear about the issue: an OEM version of Windows is to be used on ONE computer only. Period. Obviously, they allow for replacing parts, and the threshhold of what's considered 'another computer' is set when you replace the motherboard. Thus, when you replace the motherboard, you need a new licence. We've discussed this at length with legal experts at MS, and this is how it is.

The fact that MS support might give you a activation key does NOT make using the OEM on another machine (including replacing the mobo) a legal act! Those support people aren't legal experts.

Any discussion about re-using an OEM on another computer is considered piracy and will be treated as such.

E8400 will be better for what want since that is gaming but if you want to stick with Q6600 thats fine also .

a q9450
2x 4850 CF
cheaper case and 5.1 setup

i dont know if you can see this, but its more bang for your buck

Q9450's don't OC as well, and the extra cache is nice but it doesn't cover that simple fact; they have a lower multi.
