team fortress 2 dedicated server

I have my dedicated server running for the clan I am in also the clan leader has one running but how do I add a user to be admin? all I have is recon no plugins since I cant quite get what to do and I'm using rcon and I downloaded this program call HLSW be helpful for someone to help me I'll give rep I also have rcon password enabled

the only way would be to give them the rcon password. otherwise ull have to install something like admin plugin to give someone admin without them being able to change the password or crash the server, btw rcon doesn't stand for recon, lol. It stands for remote console

I know did I accidentally put recon? I thought it was recon when I attempted to make a 1.6 server 3 years ago ok what about commands most common for admins to use? so all I need to do is give them rcon password?

right, most common would be like mp_changelevel "" stuff like that.
