It's a rant about usability. It's an example of how large of a pain in the ass Windows can be when trying to do some very simple things. Just because someone who has been using windows for decades can get something done, does not mean it's intuitive, easy, or convienent.
Gates was understandibly pissed that an OS hailed by his company as the pinnacle of user friendliness could make someone jump through an hour's worth of hoops to get a single piece of Microsofts own software running. Things were rarely so difficult in Windows 3.1, and that's the point. It should be easier and faster, not harder and slower.
