help with horizontal tearing and fps freezing

hello, i am have had trouble with horizontal tearing on halo since the day i bought it (4 years ago) and ive run it on 4 diff compys all with the same effect, i get tearing with VSYNC on, which shouldn't happen, the only way for me to avoid it is if i lock fps at 30.

i run halo with all settings maxed out and with a res of 1280x1024 and a refresh rate of 75 (ive tried running the game at other refresh rates and resolutions but no change) it isnt that much of a prob just playing at 30 fps but its been bugging me for a while so i thought id ask.

also in CoD4 just lately my framerate has been freezing randomly, ive checked my processes for anything unusual but found nada also all i have running in the background is xfire and i have tried this without xfire running as well, the problem persists.

i play CoD4 at max settings and a res of 1280x960 and i play with vsync off (it doesnt seem to bother me much on CoD4) i normally get 80-90 FPS.

my specs:
CPU:AMD Phenom(tm) 8750 Triple-Core Processor, MMX, 3DNow (3 CPUs), ~2.4GHz
MoBo:MSI K9A2 Platinum AM2+
Memory:4GB DDR2 Dual Channel RAM
Hard Drive:Western Digital Caviar 160GB SATA
GPU:NVIDIA GeForce 8800 GT 512MB from EVGA
OS:Windows XP Professional (5.1, Build 2600) Service Pack 2 (2600.xpsp_sp2_rtm.040803-2158)

thanks ahead of time for any help you may offer.

Your driver might be forcing VSYNC off. Check your 3D settings under the nVidia Control Panel Catalyst Control Center. Also check for any CCC profile that might be loaded while HALO is running.

you mean nvidia control panel, sry i havent been on in a while, needed to change my profile specs, im usin nvidia

i'll check but im not so certain thats the problem as this has reoccurred on 4 separate builds, all with different graphics processors and drivers alike

EDIT: i dont see anything that says vsync is forced off =\\
but i wasnt saying it wasnt working, my fps wouldnt go any higher than the refresh rate when i turned it on, which i find very off that this would be happening
