No because for GDDR5 you apparently multiply by 4 for the effective clock rate:
1100 * 4 = 4.4GHz

Instead of 'QDR' it sends two different DDR clock signals at slightly different intervals. Hence 'GDDR5' and not 'GQDR'.

Nice. At those clocks you can be sure that the Black Edition 4870 will compete directly with the GTX280, possibly even edge it out. Now if some other ATI partners would release similar cards.....*cough* C'mon Visiontek and ASUS let's see a response!
