RAM timing?

Hi i am not new in PC's but i dont know wath does it mean ram timing like: 9-9-9-27 or 5-5-5-24? so can u explain

DDR3 costs A LOT but gives a relatively small performance advantage over DDR2. I hope your not planning on using it with your p5n-e mobo...I believe they are incompatible.

no i thinking buy: P5E3 PREMIUM or ASUS P5E64 WS(pro or evoliution), just i dont know wich mobo is better?
