You realize that it will work with both DirectX9, and DX10 with Direct3D10.1. It just means that if you have the hardware that supports D3D10.1 it will run under that API. When this game is released, there will probably be cards that support DX11 which includes support for previous DirectX APIs.

its DX9 and DX10.1 exclusive. 8 series cards wil be forced into DX9, 9 series cards will be forced into DX9, GT200 series cards will be forced into DX9. Any card that does not support DX10.1 will be forced into DX9

i say who cares if they make DX11 by then. its not like its going to work that great. I mean hell i havent seen a good playing DX10 game yet that actually looked better then 9 at the same FPS without a huge hit...which is stupid i think.(crysis anyone).
