Where did you get these numbers? You have to rememeber that windows DL client as well as most software download client give you your speed in KBps, not Kbps (KiloBytes vs KiloBits) which is what your ISP advertises, and the results speed test gives you. If that was 300KBps, you multiply by 8x to get the Kbps. That means you're downloading at 2.4Mbps, which isn't bad. Downloading a single file from a single server will rarely ever yeild speeds much higher than this. To max out a 17mbps connection you really need to use a download manager (so you can hit multiple servers) or load up multiple torrents etc .
