Check your video buffer, cuz X3100 doesn't have dedicated video memory.
And check your GPU speed with GPU-Z !
DDR2 533 isn't very slower than DDR2 667.

EDIT: Check your power plan (Make sure "Link State Power Management" is off)
EDIT2: I've similar problem when I use battery. cuz my nvidia PowerMizer has problem.
I have heard that the OS change the value of memory when the GPU need more.

NO.
I have just not changed the cpu in the signature.
It is a Celeron 420 clocked to 3.2 Ghz.

This explains it ... you have 8MB of video memory and your memory speed by GPU-Z is read as 0Mhz.... which is weird ... You gotta change the 8 MB to at least 32 or 64 MB....on board gfx are really sucky .... but i do remember i could play a lot of decent games at decent settings on My lil sisters' Intel D101GGC which had an onboard radeon x200 .... cheapest comp ever...

Is there any apps that can change the mem?
I cannot do it in the BIOS or the Intel control panel.

See the UNIX shell is working some layers of abstraction above your motherboard BIOS. You can send assembly language instructions to the Mobo I/O processor which is different from your main processor... Its dangerous as you might send an instruction to erase your BIOS or something ... so several layers are put between you and assembly level. You can dive under those layers but it takes time .... first and foremost you have to know the assembly language instructions your Mobo/Processor responds to....

Ok, but i dont think it is becouse it is to less memory.
becouse i can see the memory in use in the intel driver.
it goes to top when i run a game.
But i cannot see what is wrong!!
