It could be the PSU as PNY recommend a minimum 400W unit with that card. Is the PSU an old one? as they do degrade over longer periods of time and supply less power. Make sure also that you have the 6pin power plug inserted into the graphics card.
If all seems ok, borrow another more powerfull PSU if you can to rule yours in or out as the culprit.

what hes saying is you might wanna upgrade the psu to something more modern. But I don't think thats the case, either the videocard boots up with the psu or not.

just check the temps on your card with the Nvidia controls or Riva Tuner.

Upgrade your PSU, most likely unstable power.

Add your system

He's getting artifacts during the ATI load tests, so the PSU could still be an issue here in that it's giving problems when the GPU is loaded most.

Yeah, I'd say its time for a PSU upgrade.

it could be heat issue. when stuff gets hot, artifacts show up sometimes. try the artifact test right when u boot after letting computer cool down, then see how long it takes to artifact compared to right after gaming or something. just reduce coreclock or memory clock (most likely memory clock)
