Some help: e2200 and ep35-ds3l

A friend gave me his system to look at, here are the specs:
ga-ep35-ds3l
e2200
2x4gb patriot
7300gt

so the problem is when the power is hit the board starts, but then shuts off right away...almost as if it shorts.

I removed the mobo from the tower to ensure there isn't anything metal underneath.

any ideas anyone?

I'd do simple stuff first.

You can try reseating cpu, and HSF, the system will shut down, if temps keep rising.
Reset the CMOS, reseat video card and memory.

After that, swap parts with known good parts. starting with the PSU.

Check the HS to see if it is loose first.

is he running stock speeds? Could be a PSU i guess

I've reseat the cpu and hsf.
swapped ram.
the psu is a new 600w ocz...should be ok...

Shouldn't it stay on and start beeping?


EDIT:
So i unplugged the 4pin psu connector by the cpu and it starts and stays on but doesn't post.
All 4 leds are now on.

well i think it's the mobo.
i put my 6400 in it and it had the same behavior.

I put the e2200 into my 680i-t1 and it didn't post...but i'm guessing b/c it may need a new bios update.
