The Decathlons are good but very expensive, plus the lowest watt model they sell is a 650. And no the Corsair is made by Seasonic and the DA650 is made by Impervio (Silverstone's manufacturing division).

I'll sum up my recommendations.

Corsair 520 would be my first choice, but it is kind of expensive and has a MIR.
Antec Neo HE 500/550 and Zalman 500 are good as well, but the same price (or more for the Zalman) as the Corsair after rebates and aren't as good as the Corsair.
Enermax Liberty- decent PSU, well priced
Thermaltake TR2 RX- decent but not as good as the rest, not worth it's price tag.
