TDP doesn't mean anything because as far as I know GTX 280 only consume about %65 of its rated TDP at full load

Depends how well it can scale to determine if it will be destined for the Supercomputing market. Right now the Barcelona AMD Opterons are the fastest thing you can buy.

A 32 core GPGPU presents a lot of problems. I wouldn't think scale is one of them.
