in hardware monitor my volts are low

i just got a new board, went form DS3R to a evga 780i sli board, when i open hardware monitor, where it read just over 12 volts on my old board, it now reads just over 10

Software voltage readers are often inaccurate... I had a Corsair 520HX and it read weird voltages too, but on a multimeter it was fine. Unless you have random artifacts/shutdowns, I'd say your fine.

Get a multimeter. Software isn't accurate with voltages from PSU's at ALL.

Hardware monitor gives false voltages on my 750i too..
