If you want to beat an IFX-14 (current champ) then oyu will have to spend at least 250$, and that's a CPU-only loop. Rads also wind up being worse for the other components, since less air being circulated in the case.

If you want to spend money, why not spend it on a better rig? Do water if you find it fun and not bothersome, but by the sound of it I think you will be better off with a high-end-air-cooled rig with a penryn and GTX 280.
