I am not sure that what the best board because there are many good OC boards in different price range. For less $100, Gigabyte P35/EP35-DS3L is the way to go.

$313. You can get a very nice board at this price. For a budget cpu e2xxx, you may not need to get a expensive board. A solid P35 board from Gigabyte, Asus or DFI should be fine.

I just put in a DFI DK P35 in my cousin's computer (E2180 + XIGMATEK) and I got him to 3.0Ghz on second boot! It's really not hard at all with these processors.

I would recommend an X38. After OC'ing both my ASUS P5K Deluxe, and the DFI DK P35, I liked my board much better for OCing. And I mean in respect to the options in the BIOS. I think ASUS has organized it much nicer and it's easier to understand. Plus, it's a very solid overclocker! I had my Q6600 up to 3.6Ghz, but I was definitely not happy with temps! It seems that the X38 overclocks slightly better, plus you have the budget!
