system wont boot , old p4- updated

(the system in question is not the sig rig)
sys details:
MSI 865PE Platinum Edition
P4 3.0 Prescott
CEON 2X512 400Mhz DDR1
testes with two graphic cards:
radeon9800pro
geforcefx5500

ok here's the deal, in an affort to bring down rpm on my graphics card (r9800pro), I stuck a reostat ( one of those things that bring voltage down on the fan wiring), this was done succesfully, fan slowed down, only problem is I cant view anything, at first I thought it was the card and that I messed it up somehow, so i got the fx5500, and the same thing happens, I have a speaker connected to the mobo, I'm not getting any blips for mem or cpu, just no post whatsoever, even tested on diffrent screens, same issue, tried removing mobo battery, disconnecting HD,DVD drives, result is the same...

update: according to the drive lights and the hd indicator it seems it reboots and reboots constantly, however it never actually posts
so I would appriciate any input you think might be helpful, thanks in advance

Can you check the voltages of that PSU? That would be my prime suspect.

Secondarily, you might have a short circuit somewhere...

Thirdly, maybe that mobo battery is gone (but you should be able to still boot as far I know).

the PSU is an enermax 460w model: EG465P-VE
Output +3.3V@35A, +5V@35A, +12V@33A,-12V@1A, +5VSB@2.2A

I'm thinkin along the lines of a shortcircuit as well... which I cant see a way around...
the battery is fine i think, burned my toung at least...

do you think that the instant reset thing could mean something? I've tried taking out the reset and power buttons to see if the problem is there, same thing happens the light turn on, then it's like it resets but doesnt power down.

Oh.. I didn't mean the specified voltages, but the actual voltages (multimeter).

Try another PSU if you have one.

I don't think it's a stuck reset button. To me it seems that the rig isn't getting sufficient power, and therefore reboots again.

tried it with another psu, a generic one, but one that powered it before I got the enermax (which has powered it for 4 years), result=same..

computers.... well, when I rehooked the former PSU it worked... so i guess you fixed it after all Chozart thanks!

Ok, time to take it all out of the case.

Try booting on a flat, antistatic surface with only the CPU + Cooler, a single stick of RAM and the GPU.

we responded in the same minute i guess, check the post above yours reconnecting the enermax psu did the trick
