It's called an "emulator."

You can download them and run them as programs. Though there may be more than one emulator for older systems (Nintendo64, NES, Super Nintendo, Sega Dreamcast, etc...), normally newer system emulators are hard to find, if they exist at all. On top of their scarcity, emulators tend to be very taxing on computers, often resulting in poor performance in the emulated game.

Buy a TV Tuner and hook your system up, use your monitor as a TV.

Emulator or it was their console hooked up to their monitor.

doesn't work in my experience, due to lag.

But if you just saw somebody playing on a computer monitor, they were just hooking their system up through VGA/DVI, you can find adapters for alot of systems dating back to PS1

Oh man, haha. I remember trying to play a console game through a TV Tuner so I could record something, but the lag was just unbearable.
They are probably either playing an emu or they have their console hooked up to their monitor.
