Judging by how old this computer is, I would think it is the ORIGINAL Windows XP home, before service pack 1 came out... Also because I have tried putting in the serial with the discs that I have (professional and Windows with sp1 and with sp2). I did not get any code after putting in the serial code on the Dell box and theres no way that I would ever pay Dell any money, especially for a restore CD.

I was already there, I attempted to search on certain websites but I have yet to find one without any service packs that wont take about a week to download, only ones with SP1/2 are coming up,

Na. There is a partition on the HDD. I had a dimension 5100 and reformatted all the time. At start-up, press shift+F11 I think. It takes you to the symantec hidden partition of the HDD and lets you format with the ISO your HDD has on it.

Ive had this problem before, it always came down to an error on the code I input, I double & triple check & thought I had it right, but on the fourth try I noticed I had an error on the code I input, its easy to make that mistake, take a good look at it & make sure you have all the boxes filled in correctly.

He probably deleted it when he installed XP.

Possibly. The MOBO recognizes the command though, worth a try.
