I'm not sure about the e6700 but you can overclock a e4400

Well I saw an HP desktop with a Q6600 but had the power saving feature on. It was clocked at 1.6Ghz with no way to change it.

I have a Dell that bios overclocks.
An xps600 will bios overclock if using a Pentium d Extreme Edition cpu.
