Win 98 - Error loading Explorer.exe

My cousin has a problem on his Windows 98 system(yes I know, super old). Everytime I start up the computer, it says "Error loading Explorer.exe". Then it goes on to "You must reinstall windows". I would do a complete reinstall, but he has important files on the computer.

I'm not that familiar working around Win 98. I tried going into the command prompt, "Start windows with CD Support" so I could manually reinstall the file. I typed(the CD is already inserted into the Disk drive):

c:
cd\\windows
extract /y D:\\win98\\win98_45.cab explorer.exe

But it says "No matching files".

I've also ran "scanreg /restore" in the command prompt to try and restore it to an older date, but it stil doesn't work.

I'm sure I'm doing something wrong or all wrong. Thanks anyone.

Thanks for the links...I'm a bit confused on how to work with navigation in the first link..
The second link was helpful, but it seems like a reinstall? (I didn't want to delete the stuff on the computer)
