Well if it works with Catalyst AI enabled, leave it enabled.

I doubt it's a bug. Sounds more like an intentional limitation on the part of ATi's drivers.

Regardless you should only disable Cat AA in extreme cases. Most of ATi's driver optimizations are linked to it.

I would recommend you to use aa+bloom, because hdr looks quite unrealistic in oblivion, unless you tweak the settings in your ini a lot... at least that's my opinion.

Here's a comparison between no aa + hdr and aa + bloom. (If you don't speak any german: first post, second pic is the bloom one, first post third pic is hdr)

Just use this for your blur shader settings, they make bloom look more like hdr:
