Possibly, some people with a lot of voltage through their chips would be reluctant to have temps at 69. Depends how long it's going to spend around those temperatures and how long you want to keep your chip.

if it 100% loads at 69 then i'm going to assume the 80% load or so by even the most intensive games won't get to that temperature.

mine gets to 65 hottest

You might need to go into the BIOS and enable the other 2 cores. You should be seeing all 4 of them.
