I would recommend the PC Power and Cooling line of Silencer power supplies. My 610w is the quietest component in my case, and while you may think that the PSU is awful hot, they're designed to run at 40c constantly. I highly recommend them for silence as well as performance. I haven't had a single problem with mine.

while the Silencer 610 is a great PSU, they are hardly quiet if you are really after a 'quiet' or 'silent' PC. If you want something that is highly stable and powerful, that doesn't make a lot of noise then go for it!

The Silencer 610 is made by Seasonic, so by default it's kinda on the recommended list anyway. But, with only a single 80mm fan it's considerably louder than the older Seasonic S12 series, which have been replaced by the newer and quieter version. Also, The Enermax Modu82+ is quite a bit quieter as well.
I went from Seasonic S12600 to PC Power&Cooling Silencer 610 to Enermax Modu82+ 525w. The S12 and modu are far quieter than the silencer.

The Enermax does make a low hum, which I'm not sure I really like but I can't hear the fan and unless my system is booting up or seaking, it is the only component I hear.

The Scythe S-Flex 120mm fans are also really good (800, 1200, 1600 RPM), and it may be helpful to note both the S-Flex and Slipstream fans undervolt very well.
