Build for real cheap-I mean cheap

I have a friend on a VERY low budget who had his computer stolen. He wants me to build him a new one, and I have a few parts lying around, and I thought I could put some of them to use. Here is what I have:
>Intel Celeron 440 Conroe
>Intel Pentium Allendale 2.2ghz
>Generic case
>1 GB DDR2 667
>Some older Graphics cards, but most of them are AGP, so they wouldn't be very useful
>Price: under $500

what does he need it to do?

Doesnt sound like your trying to build a gaming comp (although 500$ can get you there if your not including monitor and peripherals) We need more info!

Is it just to check email and surf the web?

$500 isnt hard at all unless u plan to include monitor and OS i could build a PC decent enough to surf the web and check emails for under $200(on newegg)

The system build will be just the hardware and OS. I have extra of everything else. The $500 is the max. He really doesn't want to spend much on it. He plans to use it for browsing and basic gaming (older games). I think I could build one for around $300 with the OS, but I was just hoping to get some input on some quality parts for cheap.
Approx. prices for parts:
